"Heritage Properties has announced plans to build a six-story, mixed-use building of approximately 200 units on the footprint of the old District Courthouse on Hurd Street in Downtown Lowell.

The locally owned and operated real-estate investment, development and management firm was selected through a 2025 request for proposal to bring mixed-use residential development into the downtown at the formerly state-owned property. Development of the parcel also meets the goals in the city’s Lowell Forward Master Plan.

The deal represents a major milestone by the Golden administration and the City Council to revitalize underutilized properties in the city through strategic development.

The District Court opened in 1925, but has been vacant since 2020 when the new Lowell Justice Center, rechristened the Cornelius F. Kiernan Judicial Center, opened on Jackson Street."
