We're thrilled to announce that Heritage Properties is entering its next phase of growth: a new in-house general contracting division, alongside a series of strategic hires – including Vice President of Business Development, Scott March.

The division aims to address a widening market gap identified by our leadership team – entitled multifamily projects that are ready to build but lack the capacity to move forward into the construction process. Heritage Properties’ construction division will focus its initial efforts on 50–250 unit multifamily developments throughout Lowell, MA, southern New Hampshire, and the Seacoast region. The team will handle estimating, project management, and operations internally to provide clients with faster operations and direct communication and collaboration.

“We’re thrilled to enter into this next chapter of growth at Heritage Properties while welcoming our new team members,” said Jeff Bush, President of Heritage Properties. “Over the course of our company’s 45+ year history, we’ve built the relationships, the market knowledge, and now the team to step in as a true partner during the construction process.”

The team will be led by Heritage Properties’ new Vice President of Business Development, Scott March. Scott brings a combination of field experience and business expertise – beginning his career as a carpenter’s apprentice before moving into estimating and project management, he spent five years as a general contractor in Philadelphia before relocating to New England. Drawing on seven-plus years at a large regional general contractor, Scott led estimating operations across a $40–60M annual pipeline.

"I look forward to bringing the operational expertise I’ve developed throughout my career to Heritage’s new construction division,” said Scott. “We’re focused on creating value at every stage and being adaptable, all while maintaining the direct, accessible partnership that has defined Heritage Properties for almost five decades.”

Joining Scott are Patrick Monahan, Nate Latiolais, and Luke Brown, who collectively bring over 30 years of multifamily construction experience across Massachusetts, New Hampshire, and Connecticut. Their backgrounds span field supervision and safety oversight, permitting, pre-construction services, and the completion of projects ranging from 30-unit multifamily properties to 280-unit mixed-use buildings.  Together, the team has managed projects from $8.5 million to $50 million and overseen the delivery of 2,800+ residential units.

Heritage Properties' construction division is currently working to complete a 37-unit multifamily project, The Emery, located at 218 Middlesex Street in Lowell. That project is scheduled to open for occupancy in September 2026. Following completion of The Emery, the construction division is slated to begin work on a redevelopment project in downtown Lowell.
